In Abuxa, the water no longer reaches the fields. One of the reasons is that those who oversee the water distribution do so for their personal benefit. Not only are many of these agri-businesses owned by former members of parliament, but government policy actually encourages food export. Increased exports are said to ‘strengthen the economy’. In 2011, food prices increased by 18%.
