Just like the film On Going by Chen Chieh-jen, this film was made to use in an installation. It's inspired by a dock strike in Liverpool in 1995. It started with a strike by 20 workers, but it spread to harbours all over the world. A ship loaded outside the strike, the Neptune Jade, was blacklisted and roamed the world two years without being able to unload anywhere. Until it reached the harbour of Kaohsiung, Taiwan. The workers there knew nothing about it.
