On the smoking ruins of the WTC, Rudy Giuliani grew to be what has been called the Mayor of America. This documentary investigates step by step how that happened. Giuliani already had a solid reputation before 9/11. He ruled New York with an iron fist and gave investors their space during the economic prosperity of the 1990s. He was not loved by everyone in New York, but beyond that, his harsh approach was regarded as a model for running chaotic, criminal and poverty stricken mega-cities. His so-called zero-tolerance policy found followers all over the world. Incidentally, Giuliani was hopelessly embroiled in scandals when the disaster took place that, cynically enough, was to save his career. The director has not allowed himself to be blinded by the charisma of the successful mayor. He followed him critically and spoke to everyone, fan and enemy, profiteer and victim. The film provides a picture of a monomaniacal and not entirely pure politician who divided the city rules and made the considerable gap between poor and rich even wider. The film puts Giuliani in a context of Republican political thought that throws a lot of light on the political situation in America today. (GjZ)
