A provincial capital in Senegal. The commander, the highest official in the town, announces the arrival of a man travelling incognito: 'the general inspector for people's affairs'. No one has a clear conscience, so unrest ensues. When an unknown traveller turns up in the tourist centre of town, panic breaks out. The commander decides to look up the feared inspector to win his favour. The men scare each other, but when the commander offers the 'civil servant' money, everything is all right. Then the people are introduced to the 'civil servant'. They all have the same problem: how can they corrupt the man?
