David Barker fairly consciously follows in the footsteps of some pretty classic film makers by filming an apparently insignificant anecdote from knee height. The protagonist is a dog (the Irish setter King Timahoe) that was given as a gift to President Richard Nixon when he entered the White House. While major problems rage on in the background (the war in Vietnam), the new boss only seems to be interested in training his dog.
