Project Manager Hubert Bals Fund

International Film Festival Rotterdam (IFFR) presents a leading film festival and year-round programme. We support new and adventurous filmmaking talent, also beyond the screening room, through initiatives such as CineMart, the Hubert Bals Fund, Rotterdam Lab and other industry activities.

In January each year, we bring together emerging and established filmmakers and artists from around the world to showcase a visionary programme of independent films, talks, exhibitions, performances, installations, immersive media and more. IFFR attracts over 300,000 visits to screenings and events annually. We also organise a range of film-related activities throughout the year, with our Filmclub and other collaborations with Rotterdam-based partners.

At IFFR, the Hubert Bals Fund (HBF) supports groundbreaking films from regions with limited or no access to film funding infrastructure, as well as threats to the freedom of artistic expression. By doing so, the HBF helps amplify bold cinematic voices from around the world. From emerging talent to acclaimed auteurs, the filmmakers supported by the HBF reflect the rich and diverse landscape of contemporary world cinema.

We’re currently looking for a Project Manager to join the Hubert Bals Fund. 

About the role 

As Project Manager, you’ll sit at the heart of this mission, keeping our funding schemes running smoothly and ensuring filmmakers around the world get the support they need.

Working closely with the Head of HBF, you’ll lead the operational delivery of our core funding programmes, from intake to decision-making, while acting as a trusted sparring partner in shaping and improving how we work. It’s a role that combines rigorous coordination with real creative and strategic impact.

You’ll collaborate across IFFR Pro, Communications, Funding & Business Growth and Programme Operations, playing a central part in one of the world’s most respected independent film funds.

  • Key responsibilities

    • Lead the coordination and execution of HBF’s core funding schemes, including HBF Development, HBF+NFF and HBF+EU, across multiple annual calls.
    • Oversee application processes end-to-end: intake, eligibility checks, assessment preparation and applicant communication.
    • Prepare and support selection processes, structuring materials and enabling efficient, well-informed decision-making.
    • Act as a key support to the Head of HBF in reviewing applications and preparing funding decisions.
    • Monitor and manage scheme-related budgets, ensuring accurate allocation tracking, financial planning and compliance.
    • Deliver accurate, timely fund reporting, coordinating inputs from internal teams and external stakeholders.
    • Optimise internal workflows and work closely with the HBF Officer to ensure consistent, efficient day-to-day operations.
  • Who are you?

    You’re a sharp, organised project manager who thrives in complex, multi-stakeholder environments. You take ownership, stay calm under pressure and know how to make things happen without losing sight of the detail.

    • A couple of years of experience managing complex processes, ideally in a funding, grants or cultural organisation.
    • Strong financial and administrative skills, with confidence in budget tracking and reporting.
    • A collaborative mindset and the ability to coordinate effectively across teams.
    • An eye for process improvement and a drive to make systems work better.
    • An affinity with independent cinema and the cultural sector is warmly welcomed.
    • Excellent written and verbal communication in English and Dutch; other languages are a plus. 
    • Eligible to work in the Netherlands, and able to work at our office based in Rotterdam.

    • This salary is on scale 7 (Ketentafel Film Festivals) – salary range of €3,000 to €3,500 gross per month based on full-time employment.
