The Hubert Bals Fund (HBF) of IFFR is a curatorial fund dedicated to supporting filmmakers from Africa, Asia, Latin America, the Middle East and parts of Eastern Europe in every stage of the filmmaking process – from script development to post-production. Over more than 30 years, the fund has developed a distinguished taste for filmmakers with a forward-looking artistic vision and has been especially helpful for filmmakers from countries where freedom of speech and a solid film infrastructure are lacking.

Support from HBF can mark an initial vote of confidence and financial impetus that so often proves a vital first step in a film’s development process. As such, the fund has offered a launchpad to some of the most distinguished filmmakers working across the world today. Shahrbanoo Sadat, Pablo Larraín, Kleber Mendonça Filho, Apichatpong Weerasethakul and Lucrecia Martel are just some of the names the fund has championed.

Join us in supporting the next generation of innovative filmmakers

In order to provide talented filmmakers with structural support, the Tiger Film Mecenaat patronage programme was established in 2010, and we are delighted that this patron circle now consists of more than 60 enthusiastic patrons. With donations starting at €1,000, all contributions directly benefit directors supported by the Hubert Bals Fund. By making a donation for a period of at least five years, it is also important to know you receive a large tax benefit. A donation of, for example, €1,000 can cost only €425.

If you have the means to give more, you can give a personal and direct contribution to a project by contributing a Fellowship of €10,000. You can choose from a number of film projects selected by HBF. A Fellowship is more than a financial boost – due to the international reputation and expert curation of the Hubert Bals Fund, the support acts as a catalyst to attract other partners to the project. The impact of your Fellowship therefore goes beyond that crucial initial phase of a film.

IFFR is deeply grateful to the Tiger Film Mecenaat, and members can enjoy invitations to the festival’s official opening, discounts on tickets, early-access to ticket sales, exclusive events, screenings, and talks. Fellowship givers receive the same, along with a festival pass and updates on the film they have supported – and of course, once it is on the big screen at the festival, an invitation to see the project come to life.

While the Tiger Film Mecenaat initiative is a direct way of supporting HBF, donating to the festival itself also ensures HBF can continue its mission. HBF-supported titles in 2022 

Examples of supported films that have premiered in the past twelve months include the Oscar-shortlisted Noche de fuego by Tatiana Huezo, which received a Jury Special Mention at Cannes 2021, and Qiu Jiongjiong’s Locarno 2021 Special Jury Prize winner A New Old Play.EAMI by Paz Encina and Silver Bird and Rainbow Fish by Lei Lei will be presented in the Tiger Competition at IFFR 2022 available to press and industry at IFFR 2022, whilst four HBF supported titles make the IFFR 2022 online programme.  

Partners

Alongside its Script and Project Development Support scheme, the HBF works with its partners at the Netherlands Film Fund (NFF+HBF) and Creative Europe (HBF+Europe) to provide co-production support schemes, as well as the Brazilian non-profit Projeto Paradiso, which provides fellowships to projects from Brazil. The fund functions in tandem with IFFR Pro’s other activities, which include talent training, networking opportunities, and its co-production market CineMart.
