Speelfilm die is gebaseerd op werkelijke gebeurtenissen. Regisseur Ichikawa heeft geprobeerd de sfeer op te roepen van de jaren vijftig, waarin een aantal jonge, arme, maar enthousiaste tekenaars de befaamde Japanse manga-stripverhalen revolutionair vernieuwden. De titel is ontleend aan de naam van een appartementengebouw in het centrum van Tokio, Tokiwa-so, waar de tekenaars kamers huurden en elkaar ontmoetten. Hoofdpersoon in de film is de cartoonist Terada Hiro. Terada droomt ervan op een dag net zulke meesterlijke strips te maken als de beroemde Tezuda Osamu die Tokiwa-so zijn faam bezorgde en veel jonge ambitieuze tekenaars aantrok. Tezuda is de meester van beroemde stripverhalen als Astro Boy. De tekenaars leven in grote armoede. Dag en nacht brengen ze door met tekenen, en delen lief en leed met elkaar. Ze krijgen hun werk met moeite gepubliceerd en áls het in druk verschijnt, krijgen ze er nauwelijks iets voor betaald. Ze ondersteunen elkaar echter in hun armoede en blijven hopen op de dag dat ze beroemd zullen worden. Filmmaker Ichikawa heeft de film niet alleen vanuit nostalgische overwegingen willen maken. Hij bewondert het idealisme van de striptekenaars van Tokiwa-so en mist dat bij de mensen van de huidige generatie. Hij roept een liefdevol beeld op van de tekenaars die met pen en papier hun eigen wereld maakten, arm waren, maar leefden voor hun dromen en boven alles van strips hielden. Director Ichikawa has tried to evoke the mood of the fifties, when a number of young poor but enthusiastic cartoon artists innovated in the famous Japanese manga cartoon stories. The title is taken from the name of an apartment block in the centre of Tokyo, Tokiwa-so, where the artists rented rooms and met. Protagonist in the film is the cartoonist Terada Hiro. Terada dreams of one day making just as masterful comic strips as the famous Tezuda Osamu that gave Tokiwa-so its fame and attracted many young ambitious artists. Tezuda is the master of famous comic strips such as Astro Boy. The artists live in great poverty. They spend all day and all night drawing and share their ups and downs with each other. They can only get their work published with great difficulty and once it is published they receive very little money. However they support each other in their poverty and keep hoping that one day they'll be famous. Film-maker Ichikawa did not only want to make the film for nostalgic reasons. He admires the idealism of the artists in Tokiwa-so and misses that in the present generation. He evokes a loving picture of the artists who create their own world with pen and paper, were poor but lived for their dreams and loved comic strips more than anything.
