When a young girl from Hokkaido is killed with a chainsaw in her hotel room in Tokyo, Inspector Murata is called on to solve the case. Since the death of his wife, six months before, he's been living in a self-imposed isolation. Murata and his partner Namerikawa leave for a disconsolate town in Hokkaido (this time with no snow) to inform the girl's only relative: her brother who is confined to a wheelchair. One day later he is dead too. It looks like suicide. But there's something fishy about the case. The local police who assist Murata and Namerikawa are very quick to draw conclusions. Murata suffers from insomnia and hallucinations and seems to mistrust everyone, including his partner. And is the mysterious bar woman who always seems to have some clues on his side or not?
Flic is a tranquil and mysterious policier, in which the mental state of Murata, a depressive, drinking and extremely grumpy man, is just as important as solving the murder. The title of the film is a reference to the French film Flic Story from 1975, with Alain Delon.
