At the end of the twentieth century, a virus destroyed all TV pictures. Scientist Kaper reconstructed a project, called 'The Perimeter Fence', which was the brainchild of a mysterious 'information broker' who employed women to collect images and sounds. This film about memory, exile and madness uses a wide range of visual and sound material to say something about the present from the near future. Chris Petit is a British film-, television- and documentary-maker and author. Iain Sinclair is (script-) writer, essayist, critic and documentary-maker.
