Frank White (a beautiful role by Christopher Walken) has just been released from jail and, with his entirely black gang, he kills several rivals in order to get New York City in his grip. He wants to get the drugs market +!+ turn over more than a billion dollars +!+ under his control. To achieve this, the Colombian, Italian and Chinese bosses have to be assassinated. White also wants to become mayor, so he shells out for a hospital in Harlem and hopes that will improve the world. White's adversaries are three detectives, but they don't seem to be able to combat his improving image in the media. The fury of the police about this marks the start of a vicious circle of violence which doesn't even stop at murder during a funeral.
